解除文件下载锁定：

　　　　找到c:\windows\system\Inetcpl.cpp 文件　　将其改名为Inetcpl.cpl

　　　　双击该文件　即可出现ＩＥ选项设置　将安全级别设为一般

禁止IE文件下载
★1.用注册表修改ie安全设置中的禁止文件下在
（1） 打开注册表编辑器。
（2）找到HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones
(3）zones下有"1"、"2"、"3"、"4"四个主键分别对应不同区域的web内容安全设置:
1 "本地Internet"、2 "可信站点"、3 "Internet"、4 "受限站点"
（4）选择您要修改的web内容安全设置。如：要修改Internet中的安全设置,那么我们就选择3。
（5）然后找到DWORD型值：1803 修改键值为："0"启用，"3"禁止。

解禁注册表
★2.至于禁止注册表编辑功能是因为注册表里的
HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPolicies下的一个主键“System”中多了一个“DisableRegistryTools”，当它的DWORD值为“1”时就禁止注册表编辑，如果把它的值改为“0”就可以注册表就恢复为可编辑状态了。大家可以用一款名为RegHance的第三方注册表修改软件打开“上了锁”的注册表，以随时修改上面的键值

把下边这一段代码另存为*.reg文件，然后双击运行即可把注册表解禁，如果Reg文件也被禁用，那么就在按下 Shift键的同时右击 Reg文件，选择>>打开方式...>>用 Regedit 打开就可以成功将信息添入注册表！注意：regedit4之后一定要空一行！
